Job Description:
Job Purpose:
1. Manage the compliance processes for customs and International Trade activities throughout South Asia - India/Thailand/Phillippines.
2. Manage the cost minimization processes for customs and International Trade activities throughout South Asia.
3. Bring together these factors and drive continuous improvement and efficiencies across the operational groups to deliver leadership in operational supply chain expertise
4. To enhance indirect tax compliance, including Customs, VAT and Transfer Pricing in the region.
Key Accountabilities / Responsibilities:
1. Develop/implement customs strategy in conjunction with AP Materials Management Director and Global Customs Manager
2. Develop and implement customs policies and procedures for best practice and internal controls.
3. Manage and develop customs staff skills and capabilities for AP plants.
4. Monitor broker/service provider for adherence to cost saving/duty recovery program
5. Liaise/negotiate with customs officials or other government departments to respond to inquiries, resolve issues, and obtain cost savings
6. Participate in organizations to maintain knowledge and government/industry contacts and to have a voice in potential/future legislation
7. Manage customs activities/ staff at India BPO for Asia and US customs functions.
8. Manage Duty Drawback and Trade programs such as GSP and ASEAN for the region.
9. Manage Import /export controls to comply with international trade regulations to avoid penalties and criminal charges in the region.
10. Ensure defense documentation is in place to support Transfer Pricing between related party entities.
11. Implement import/export VAT policy and procedures in Asia.
12. Manage Government indirect tax audits and investigations.
13. Conduct internal indirect tax audits/reviews in the region.
14. Manage external consultants/ other 3PL’s in the region.
15. Manage internal and external information requests for customs information in regards to duty rates, rules of origin, new program/JV support, duty free and used equipment, Inco terms, FTA’s and PLT sourcing strategies etc.
16. Other duties assigned by management.
17. Oversight responsibility to ensure external service providers are providing accurately and timely information related to the payment of $xx million in Import Taxes.
18. Responsible for ensuring all affiliates have established procedures and controls to protect Visteon against civil and criminal fines and penalties.
19. Responsible for regional tariff classifications and valuations negotiations and dispute resolution with Regional Customs authorities in the Asia Pacific Region
20. Responsible for free trade zone oversight, trade program administration, and admissibility requirements within the Region
